The battalion was formed on 8 September 1939 in Oldenburg, within Wehrkreis X. Infantry Replacement Battalion 489 was subordinated to the 170th Division and provided replacements for the 269th Infantry Division. From 26 November 1939, the battalion was subordinated to the 180th Division.

On 1 October 1942, the battalion was split into Infantry Replacement Battalion 489 and Infantry Training Battalion 489. On 7 November 1942, both units were redesignated as Grenadier Replacement Battalion and Grenadier Training Battalion respectively.

On 9 April 1943, the two battalions were merged to form Grenadier Replacement and Training Battalion 489. From 1944 onward, the battalion also provided replacements for the 416th Infantry Division.

In September 1944, in response to the “Coastal Alarm” (Küstenalarm), the battalion was mobilised with four companies and transferred to the Netherlands. In October 1944, while in the Netherlands, the battalion was absorbed into the 180th Infantry Division as the 1st Battalion of Grenadier Regiment 1223.
